Eligibility: Prices are zone-based by zip code, not income-based: "Zone 1" (a specific list of south Chicagoland zip codes) is cheapest, "Zone 2" a defined second list is mid-priced, and any zip code outside both lists ("Other") pays the highest tier, roughly double Zone 1 for dogs. A first source of this kind found: distance/service-area pricing rather than income or weight alone. Pit bulls are priced cheaper than other dogs of the same weight, a breed-specific overpopulation discount.
